Somewhat of a joke name, referencing the children's story The Tortoise and the Hare since Shian's nickname is Moon Rabbit. The fairy-tale theme is prevalent.
It's called 'blind' since she herself can't hear or speak. Maybe having a blind weapon evens things out?

A polearm, or spear.

A normal spear that's one and a half meters long. It looks rather mundane aside from the crimson part of the blade and its razor edge, but the inside is hollow and reinforced with chakra. A study chain attaches the blade and goes through all the way to the end of the pole-arm, and after three or four links there's a small notch on the inside. A small weight is at the other end.

When a small amount of chakra is put into the spear it can come apart similar to a whip or a three-section staff. The chain also extends depending on the amount of chakra put in, easily making it both a close and long-range weapon. It can contract to become a spear again, but that uses more chakra. If an enemy truly underestimates her reach, it can be a fatal mistake.

It's obviously difficult to make handsigns while holding this weapon. She has to know the enemy and their movements, then judge the split second she can take one hand off her weapon and move to counter. It's a dangerous gamble.
If the polearm is apart and moving it takes a swift motion to get all pieces together just for it to become whole.
When the spear breaks into pieces a very strong taijutsu user can just as easily grab a section and yank her over unless she uses Fūton to make the air around it sharpen like small razors. That would require more chakra.
She can't use this in extremely small spaces, or under water.
With this kind of weapon, whiplash is the biggest thing to worry about. When she swings one end, the other end will start to move. There's a blade on one side and a weight on the other. Keeping both in control while making sure not to hurt herself, summons, or allies is a daunting task. Planning every move in advance is a must, even if something goes wrong.

Chaining together multiple attacks.
The entire weapon is quite sturdy to physical attacks and jutsu, although the blade could use sharpening sometimes.
Doubles as both a short and long range weapon if necessary.
With the chains and different parts circling and moving together, if an enemy is not used to this type of weapon it's easy to get confused and overwhelmed.
